The ‘Commission into Tax Appeal’ is an independent statutory body whose main task is hearing appeals against the Revenue Commissioners’ assessments and decisions concerning taxes and duties. The Commission realised that they needed a more comprehensive and mature system for managing their dictations and document production. In particular, they were looking to move away from the costly and outdated analogue solutions that they were using.
Due to the nature of their work, the Commission into Tax Appeal required a system that provided a high level of physical, operational and system security to ensure that data would be protected. The Commissioners (who are in a quasi-judicial role and make rulings in respect of tax appeals in Ireland) also wanted to be able to produce dictation using back-end (or server-side) speech recognition into Microsoft Word to enable them to produce documents faster and reduce their reliance on support staff. This was of particular importance because of the complex nature of many of these rulings and the opportunity for time and cost-savings the technology would enable.
